AUDREY ELAINE ANDERSON

Mrs. Anderson, a graduate of the University of the West Indies was a career Central Banker for over 40 years, and had several ‘firsts’ in her career  among which was the distinction of being the first female to have been appointed Deputy Governor of the Central Bank of Jamaica and subsequently Senior Deputy Governor (appointed in April 2005).   She occupied the statutory position of Deputy Supervisor of Banks and Financial Institutions, and in her capacity as Senior Deputy Governor was also Deputy Chairman of the Board of the Central Bank.

In her role as Deputy Supervisor of Banks and Financial Institutions, Mrs. Anderson guided and oversaw the strengthening of supervisory policy, capabilities and structures at the Central Bank of Jamaica. She was an integral contributor to the major review and revamping of banking legislation enacted in December 1992, as well as subsequent ground-breaking amendments passed in October 1997 and March 2002.   She also served as a member of the Task Force on Financial Services Supervision established by the Minister of Finance, which advised on and brought into being, in mid-2001, a new regulatory Commission, the Financial Services Commission, to supervise all non-deposit taking financial entities.   Mrs. Anderson served as one of the initial Directors of the Financial Sector Adjustment Company (FINSAC), a vehicle established by the Government to deal with the liquidity and solvency problems of the insurance and banking sectors in the mid-1990s. She was also a member of the Financial Regulatory Council established in October 2000 to coordinate regulatory policy for the entire financial system. 

 Mrs. Anderson held the Chairmanship of the Financial Crimes Legislative Task Force established by the Minister of Finance to determine and advise on the priorities in reforming the framework for the combating of financial crimes, including the areas of money laundering, the financing of terrorism, and on the matter of ‘Ponzi’ schemes.  She served as Chair for the Caribbean Group of Banking Supervisors on two occasions(1994 and for a two-year term 2003-2004), and was also Deputy Chair of the Association of Supervisors of Banks of the Americas (ASBA) for the period 2005 -2006.  Throughout her Banking Supervisory career she represented Jamaica and presented technical papers at major international and regional conferences, and was one of the pioneers helping to bring recognition to the work of Jamaica and the region, in the area of new supervisory thought.   Several policy initiatives introduced under her leadership have since gained international acceptance and now form the basis for new international regulatory approaches.

For an extended period Mrs. Anderson served as the ‘Prime Contact’ for Jamaica vis-a-vis its responsibilities as a member of the Caribbean Financial Action Task Force (CFATF).  As “Prime Contact” she had specific responsibility for coordinating action to monitor and assure Jamaica’s adherence to the international standards established to combat money laundering and the financing of terrorism, and regularly  represented the country in regional and international fora in that area. 

Since 2004 Mrs. Anderson has been and continues as a member of the Council of the University of the West Indies (UWI), as well as a member of the UWI Mona Campus’ Finance and General Purposes Committee and its Audit Committee.

  In 2004 Mrs. Anderson was awarded the National Honor of Commander of the Order of Distinction for her services in the field of banking.

Audrey is married to fellow Excelsorian Donovan Anderson and they have two sons, Kirk and Gregg, and new grandson Paul.  Audrey is active in her church, serves on the Church Committee and was appointed to the Anglican Diocese's Oversight Committee for the Kingston Region. Audrey is a keen gardener, an orchid and floral arts enthusiast, and is a lover of music and art in all its forms.
